Retention Basin Outlet Structures might be the answer?

Under the Last Word column of the VAGazette (May 31st), an anonymous writer said:

" It will be a major mistake to make the once serene and scenic Lake Powell into a wetlands. Beyond the obvious aesthetic diminishment, there has been and would be a major environmental decline from what previously existed. That area is seen by thousands of visitors to Jamestown, and the former lake was a great introduction and
a regional land enhancement. Considering the large cost for a new dam, which seems to be the cause of delay, have all design alternatives been carefully reviewed and other options explored? Reference was made to the often seen detention [sic] basins, which appear to have a more simplistic outlet structure. Perhaps all options have been examined, but a new study could be a new start to keep the ball rolling. Regardless, let's hope we get back to once again seeing that beautiful lake, and in a timely fashion."
